The law, backed by 439 lawmakers, finances the “Modernization Program of the Police, Border Guard, State Fire Service and State Protection Service in 2026-2029,” the fourth such scheme aimed at upgrading equipment and staffing.
Earlier, lawmakers rejected amendments from the conservative opposition Law and Justice (PiS) party that sought to write guaranteed pay raises for officers and civilian staff into the modernization program.
Of the PLN 13 billion, PLN 7.3 billion will go to the police, with more than PLN 4 billion earmarked for construction projects and renovations of police facilities. The program also covers purchases of transport equipment, weapons, specialized technology, IT and communications systems, as well as personal, special and protective gear, training equipment and logistics supplies.
The Border Guard is to receive PLN 2.7 billion in 2026-2029, including almost PLN 1.4 billion to strengthen the service with additional posts. The force plans to expand its establishment by 1,566 positions in 2026 and 500 in 2027, for a total increase of 2,066 posts.
The State Fire Service will get PLN 2.4 billion, with new fire stations designated as a priority. Newly designed buildings will also be able to serve as shelters. A total of PLN 1.8 billion is to be spent on building new facilities and modernizing or rebuilding existing ones.
The Interior Ministry also plans to increase staffing in the State Fire Service by 60 posts in 2026, 20 in 2027, 450 in 2028 and 470 in 2029, for a total of 1,000 new posts. Funding of PLN 230.7 million is allocated for this staffing increase.
The State Protection Service is set to receive PLN 482.1 million, including PLN 408.6 million for the construction, rebuilding and expansion of its facilities. The funds are intended, among other things, to expand training infrastructure and rebuild a facility used to carry out the service’s statutory tasks.
