In 2019, the Polish Ministry of Science and Higher Education introduced the "Excellence Initiative – Research University" (IDUB) programme, aimed at reshaping Poland’s higher education.
Since 2019, participating institutions have received a 10 percent increase in their base funding each year, strictly tied to scientific development.

Professor Peter Maassen, chair of the international team of IDUB experts, said the scheme has been successful in "promoting cultural and organizational change" in areas such as administrative practices, research quality, collaboration with international colleagues and innovation.
