Tusk wrote on X: "All the decisions concerning Poland will be taken by Poles. Nothing about us without us. When it comes to peace, all the negotiations should include Ukraine. Nothing about Ukraine without Ukraine."
His comments follow reporting by US outlet Axios, which said American officials had handed Ukrainian leaders a 28-point peace proposal along a draft security guarantees package.
According to the report, the plan envisioned Ukraine committing not to join NATO – a provision that would be written into the country's constitution – significantly reducing the size of its armed forces and ceding some territory to Russia.
European fighter jets would reportedly be stationed in Poland under the proposal, although such aircraft already rotate through Polish bases under existing NATO air-policing and deterrence missions.
Axios also reported that the security guarantees would resemble those enjoyed by NATO members, obliging the United States and European allies to respond to any future attack on Ukraine as if it were an attack on the wider transatlantic community.
The draft would be discussed with European governments and could be revised, with France, the UK, Germany, Poland and Finland among potential guarantors.
One controversial provision would grant full amnesty to all parties for actions committed during the war and bar future claims or legal complaints related to the conflict.
Ukraine has already signalled strong opposition to key elements of the reported plan.
Addressing the UN Security Council on Thursday, Ukraine’s representative Khrystyna Hayovyshyn said Kyiv would not recognise any of its occupied territory as Russian, would not accept limits on its right to self-defence and would not agree to restrictions on choosing its own allies.
Ukraine's president Volodymyr Zelensky, in a separate post on X, said he had met foreign minister Andrii Sybiha and the diplomatic team, stressing that Kyiv was working "practically every hour" to ensure Ukraine’s national interests were reflected in talks with partners and that any eventual outcome amounted to a "dignified peace."
